The University of Alaska in Fairbanks, in conjunction with the Alaska State Office of Alcoholism and COMPAS of Fairbanks, sponsored a three-day alcohol seminar in 1970 to discuss the effects of alcohol on natives and others. The seminar, entitled "Alcohol Use, Abuse, and Addiction - A Community Problem," was held on the University of Alaska Fairbanks campus. Speakers at the seminar included H.A. "Red" Boucher was born in New Hampshire in 1921. He served in the U.S. Navy from 1937 to 1957. In 1958, he moved to Fairbanks, Alaska, where he operated a sporting goods store. He also managed the Alaska Goldpanners baseball team for eleven years. "Red" Boucher was a member of the Fairbanks City Council (1961-1964) and mayor (1966-1970).
